Luper, a civic leader and educator, served as an advisor for the Oklahoma City NAACP Youth Council. In 1958, the Youth Council’s “sit-in” at Katz drugstore in Oklahoma City launched the national sit-in movement and helped end segregation in Oklahoma. Atkins, the first African American female legislator, also advocated for civil rights and served as assistant director of the Oklahoma Department of Human Services (1983-87)
